More than five million families in Pakistan now benefit from direct financial assistance through the Benazir Income Support Programme (BISP). The purpose of the BISP is to equally balance the increase in food prices and other economic hurdles faced by the poorest households in the country. It was one of the initiatives launched by the government to alleviate poverty in an effective manner and to reach out to the under privileged segments of the society.
Empowering Women Through Direct Cash Transfers
When a family receives a BISP cash assistance module, the money is usually sent to the woman of the house. In that case, cash assistance directed towards the head of a household empowers women, allowing them to take charge of family decisions., enhancing the position of women in the family and in the social context. This policy reflects BISP’s intention towards promoting gender equity and women’s development.
Besides UCT, BISP has additional programs aimed at maximizing its outreach and effectiveness. Primary education in poor communities is promoted by the Waseela-e-Taleem (WET) conditional cash transfer program to increase enrollment in primary schools.

The evaluation has two parts, a cross sectional national household survey that includes more than 9000 households all over Pakistan. Quantitative and qualitative data have been triangulated to provide a rich description of the program impact.

This assessment has been able to assess the achievements of the impacted households in relation to the objectives of the program. The project has managed to achieve a 7% reduction in poverty levels in the very first 5 years of the project which is remarkable. In addition, there was also great progress in the area of female empowerment as well as achievement of Millenium Development Goal of universal primary education. With the WET component particularly, the core of the program ensures enrollment of children in education for developmental benefits in future.
This evaluation assists not only in the decisions for the future of the programs but also provides evidence accountability to the donors to ensure funding for the BISP is used effectively and brings about changes in the lives of the beneficiaries.
